CAMEX calls for public contributions to the First Regulatory Agenda of Brazilian Foreign Trade – 2018-2019

On November 7th 2017, CAMEX, through its Executive Secretariat and with the support of the Presidential Chief of Staff, published Public Notice n° 1 to support the development of the 1st Regulatory Agenda of Brazilian Foreign Trade for 2018-2019.

The Regulatory Agenda is a planning tool that will specify matters in need of priority action and monitoring related to the various regulatory entities that impact on foreign trade. Furthermore, it will promote transparency and foresee ability, allowing that private sector and society follow up on the actions and policies in this context.

This initiative is one of the steps in the development of the Brazilian Foreign Trade Agenda, initiated in July of the current year by deliberation of CAMEX’s Administration Executive Committee (GECEX). After that initial step, the 27 entities that act in foreign trade matters in Brazil were consulted to identify laws and regulations with priority need for improvement, revision, update, modification or revocation; to indicate areas in need of regulation until 2019; as well as to collect information concerning regulatory good practices with impact on foreign trade.

Currently, the public consultation step is in course, to obtain opinions and suggestions of interested sectors for the improvement of the set of rules and fulfillment of the foreign trade public policy. Any interested parties may contribute, from public entities to the public in general, interested in regulation, monitoring, controlling and supervision of foreign trade. Foreign interested parties may also participate. The deadline for contributions is January 8th 2018.

Contributions submitted within the deadline will be considered valid and submitted to CAMEX Executive Secretariat, as long as they are within the scope of action of the foreign trade regulation entities and in accordance with the consultation terms. The analysis will regard significance, urgency and evidence of the identified problems, as well as necessity, competence and regulatory capacity of the entities to fulfill their activities.

After the elaboration and approval of the Regulatory Agenda of Foreign Trade 2018-2019, the list of practices and priorities will be published in a CAMEX Resolution, which will allow for the monitoring and supervision by society and by regulatory entities with impact on foreign trade.

Details regarding the consultation are available at CAMEX website. The full text of the Public Notice is available only in Portuguese.
